BROKEN ARROW HIGH SCHOOL SOCCER BOOSTER CLUB BYLAWS ARTICLE I NAME The name of this organization shall be the Broken Arrow Soccer Booster Club. (Hereinafter referred to as the BASBC).
ARTICLE IIPURPOSEThe purpose of this organization is to: (a) Arouse and maintain an enthusiastic interest in all phases of the Broken Arrow High School soccer program; (b) Support financially the Broken Arrow High School soccer teams. Financial support to include, but not limited to, the purchase of new equipment, soccer bags, goalkeeper expenses, expenses for food (on out of town games), award & special recognition activities, etc.; (c) Cooperate with the Broken Arrow Public Schools Board of Education; High School Administration; Athletic Department; the High School soccer program coaching staff and ensure the BASBC maintains the highest possible degree of accountability and efficiency in all operations.
ARTICLE IIIMEMBERSHIPSection 1Membership donation in the BASBC shall be $50.00 per family, paid annually (February) to the Treasurer. There will be an early pay discount if paid before October 31st, making the amount per family $45.00. Section 2The membership of this club shall not be limited. Anyone interested in the progress and development of the Broken Arrow High School soccer program is eligible for membership. All active members are entitled to vote. To be considered active, annual membership dues must be current. However, Parental membership in BASBC is not a requirement for student participation in the soccer program.
ARTICLE IVOFFICERS Section 1The officers of this club shall be a President, Vice-President Boys, Vice-President Girls, Secretary, Treasurer and Director of Fundraising. Any active member of BASBC shall be considered eligible for election to any of the above offices. These Officers shall perform their assigned duties prescribed in these Bylaws using the parliamentary authority adopted by this club.
Section 2A. The President shall: (a) Preside at all meetings of the BASBC; (b) Serve as the Club's liaison with the Broken Arrow Public School system and other outside organizations with whom the Club has contact; (c) Oversee the activities of the elected officers to ensure they are properly fulfilling their duties and that day-to-day activities of the Club are properly being performed; (d) Appoint the members of all committees; (e) Serve as an ex-officio member of all committees. B. The Vice-President – Boys shall: (a) In the absence of the President, act with the same power and authority in conjunction with the Vice-President – Girls and shall represent the specific interests of and promote membership with the boys' teams. C. The Vice-President – Girls shall: (a) In the absence of the President, act with the same power and authority in conjunction with the Vice-President – Boys and shall represent the specific interests of and promote membership with the girls' teams. D. The Secretary shall: (a) Record and maintain all minutes of the BASBC; (b) Maintain all club correspondence. E. The Treasurer shall: (a) Keep an accurate record of all receipts and disbursements, showing each activity separately. Maintain and publish a complete record of all funds regularly; (b) Cooperate with and submit required reports to High School Administration and Activity Fund staff; (c) Receive all funds due the club and deposit same in the Broken Arrow Soccer Booster Club Fund account. F. The Director of Fundraising shall: (a) Act as the Club Liaison in directing and organizing all fundraising efforts, maintain good relationships with patrons and ensure all fundraising efforts are in accordance with District and State policies, (b) Serve the same term as described in Section 3, (c) Not have Board-issue voting privileges, but will retain General Membership voting privileges.
Section 3
The
officers of this club shall be elected to serve a one-year term
or until their successors are elected. Terms shall begin June
1st, of each calendar year. Should the President resign, a
special election will be held to elect a new President. Any
President who is elected mid-term shall serve only until the
next regular election. Should either of the Vice-Presidents or
Secretary or Treasurer resign, the President shall fill the
vacancy
Section 4An Executive Board shall be established if so motioned by an active member, subsequently approved by the body, and presented as an amendment to the Bylaws as described in Article VIII.
ARTICLE VFUNDS
(Methods of both receipt and disbursements of funds shall comply with current accounting practices and policy requirements of the Oklahoma State Board of Education and the Broken Arrow Public School District requirements.)
Section 1BASBC funds shall be used to purchase new equipment, soccer bags, goalkeeper expenses, expenses for travel and food (out-of-town games), award and special recognition activities, etc., in accordance with an agreement with the Board of Education.
Section 2Activity Fund Accounting and Expenditure Procedures, defined by Oklahoma State School Law and the Broken Arrow Public Schools Board of Education, shall be observed. Those requirements include observance of competitive bidding requirements and advance approval of purchase orders prior to obligation of funds.
Section 3Purchase requisitions for other than operating funds shall be signed by the club President and soccer coordinator as assigned by the Activities Fund Director. Requisitions for minor equipment (items totaling less than $150.00 per transaction), may be submitted upon authorization of the club officers. Requisitions for purchases in the amounts of $150.00 or more shall require approval of the membership by majority vote. Section 4All purchase requisitions shall be submitted to the Senior High School Activity Fund Custodian for processing in accordance with Broken Arrow Public Schools Activity Fund Account Procedures.
ARTICLE VI MEMBERSHIP MEETINGS Section 1A minimum of three meetings per school term must be called for the purposes of: (a) Election of Officers; (b) Reviewing Treasurer's reports; (c) Conducting any and all other business as required to fulfill the purposes of this club.
The required three meetings shall be called by the elected officers at a date, time, and place agreed to by them and electronic/written notice to all active members shall be made.
Section 2The President, on written notice to all active members, may call special meetings. Section 3A minimum of two elected officers and five active members shall constitute a quorum at all meetings.
ARTICLE VII PARLIAMENTARY AUTHORITY The rules of the current edition of Robert's Rules of Order, Newly Revised, shall govern the club in all cases in which they are applicable and in which they are not inconsistent with these Bylaws or any other special rule(s) the club may adopt.
ARTICLE VIII AMENDMENT OF BYLAWS These Bylaws can be amended at any regular or special (if called for this purpose) meeting by a majority vote of the active members present and voting. The amendment must have been presented at the preceding regular or special meeting of the club.
